     In order to receive a certificate of "CERTIFIED PUBLIC ACCOUNTANT", an applicant must complete the following requirements.
  1. Be of good moral character.
  2. Meet specific education requirements to take the Uniform CPA Examination.
  3. Passed the Uniform CPA Examination.
  4. Meet specific work experience requirements.
  5. Complete a board approved four-hour ethics course on the Texas Rules of Professional Conduct.
  6. Pass an examination on the Texas Rules of Professional Conduct.
  7. Take an oath to support the laws and the Constitution of the United States and the State of Texas.
  8. Pay a fee for the issuance of the CPA certificate.

      The Texas State Board of Public Accountancy (TSBPA) will determine that each applicant approved to take the CPA examination meets these requirements before a certificate is issued.

MORAL CHARACTER
  • The applicant responds to questions on the application
  • The TSBPA will conduct a moral background investigation with the Texas Department of Public Safety - Crime Records Division
  • If necessary the applicant may need to meet with the Board staff to address His / Her moral character before the application is approved.
EDUCATION
The applicant for the CPA Examination has to meet education requirements before an application for the examination can be filed. These requirements are as follows:
  1. Earned a baccalaureate or graduate degree conferred by an accredited institution of higher education recognized by the Board.
  2. Successfully completed at least 150 semester hours of college credit
  3. Successfully completed at least 30 semester hours of accounting coursework, beyond he first two semesters of elementary accounting with at least 20 or the 40 semester hours in core accounting subjects as defined by the Board
  4. Successfully completed at least 20 semester hours of related business coursework as defined by the Board.
UNIFORM CPA EXAMINATION
The examination is written and graded by the American Institute of Certified Pubic Accountants (AICPA). The examination is given twice each year by each state in the United States. The CPA examination is comprised of four parts given on Wednesday and Thursday each May and November. The four parts are as follows:
  1. Law and Professional Responsibilities 3.0 hours
  2. Auditing 4.5 hours
  3. Accounting and Reporting 3.5 hours
  4. Financial Accounting and Reporting 4.5 hours
Applicants must have passed and earned credit for all parts of the Uniform CPA Examination.

WORK EXPERIENCE
Work experience must be under the supervision of a licensed certified public accountant. The amount of work experience required depends on the educational qualifications of the applicant. Acceptable work experience is defined as non- routine work requiring independent thought and judgement on accounting matters. It must be gained in at least one of the following areas:
  1. Attest and or compilation services.
  2. Preparation of financial statements and reports.
  3. Preparation of tax returns and or consultation on tax matters.
  4. Consultation, design, and/or implementation of computer software when the services imply the possession of accounting and/or auditing skills.
FOUR HOUR ETHICS COURSE OVER THE RULES OF PROFESSIONAL CONDUCT
Each applicant is required to take and pass a four-hour ethics course of the Texas Rules of Professional Conduct. The course must be an approved course.

EXAM ON THE RULES OF PROFESSIONAL CONDUCT
The TSBPA promulgated rules of professional conduct which all Texas CPAs are expected to follow. These rules establish and maintain high standards of competence and integrity in the practice of public accountancy.

A Certified Public Accountant (CPA) must hold a current license to practice public accounting and must renew the license each 12 months.

The requirements for renewal of the annual license for a individual CPA are as follows:
  1. Pay the annual registration fee
  2. Obtain 120 hours of Continuing Professional Education (CPE) every three years, and no year during the period may have less than 20 hours of CPE credit.
Each practice unit of a firm of CPA's must hold and display a current permit to practice public accountancy.

The requirements for the annual permit to practice are:
  1. Payment of the annual registration fee.
  2. Each CPA with an ownership interest must have a current license.
  3. CPA's must own at least 51% of the firm. Any non CPA owners must agree to uphold the rules of Professional Conduct as set by the TSBPA.
  4. Each firm subject to a Peer Review (audit of quality review program) every three years by an independent CPA qualified to conduct the peer review.
Texas CPAs are licensed to attest to financial statements, which have been audited by an independent CPA.
